HANDBOOK for Procurement under JBIC ODA Loans – The Employment of Consultants & Procurement of Goods and Services – [January 2005]

The employment of consultants and procurement of goods and services under projects financed by ODA loans from JBIC is carried out in accordance with the general principles and procedures laid down in the Guidelines for the Employment of Consultants under JBIC ODA Loans and the Guidelines for Procurement under JBIC ODA Loans respectively. This handbook has been prepared to give the Borrowers of JBIC ODA loans a better understanding for application and interpretation of the general principles and procedures stipulated in those Guidelines. Due attention should be given to the fact that this handbook is NOT an authoritative source of JBIC policy regarding procurement of ODA loans. However, JBIC hopes that the notes provided in this handbook will help the Borrowers to promptly execute the procurement procedures and will lead to successful implementation of projects financed by JBIC ODA loans.

JBIC Guidelines for Confirmation of Environmental and Social Considerations [ April, 2002 ]

JBIC established "Japan Bank for International Cooperation Guidelines for Confirmation of Environmental and Social Considerations" on April 1, 2002, as unified guidelines of two environmental guidelines applied to International Financial Operations and Overseas Economic Cooperation Operations respectively. The Guidelines has been implemented from October 1, 2003.

Goods and services necessary for implementation for JBIC ODA Loans will be procured in accordance with Guidelines for Procurement under JBIC ODA Loans and Guidelines for the Employment of Consultant under JBIC ODA Loans published by JBIC. The Borrowers (including Executing Agencies) of JBIC ODA Loans are responsible for carrying out the procedure. JBIC has published the captioned HANDBOOK which gives explanations to the Guidelines. It is expected that the HANDBOOK helps the Borrowers understand the Guidelines better and also leads to smooth procurement procedures under JBIC ODA Loans.

JBIC Sample Bidding Documents for Pre-qualification, Civil Works, Goods, Smaller Contracts and Selection of Consultants

Goods and services necessary for implementation for JBIC ODA Loans will be procured in accordance with Guidelines for Procurement under JBIC ODA Loans and Guidelines for the Employment if Consultant under JBIC ODA Loans published by JBIC. The Borrowers of JBIC ODA Loans are responsible for carrying out the procedure, and in principle, International Competitive Bidding is applied. In addition, JBIC sets Sample Bidding Documents for various types of goods and services and recommends the Borrowers and the Executing Agencies of ODA Loans to use them for smooth implementation of these procedures.

5 types of sample Bidding Documents, for Pre-qualification, Civil Works, Goods, Smaller Contracts and Selection of Consultants are currently available. JBIC is preparing to set 2 more types for Supply and Installation of Equipment and Design-Build and Turnkey in the near future.

Evaluation Guide for Prequalification and Bidding under JBIC ODA Loans

Goods and services (except for consulting services) necessary for implementation for JBIC ODA Loans will be procured in accordance with Guidelines for Procurement under JBIC ODA Loans published by JBIC. The Borrowers (including Executing Agencies) of JBIC ODA Loans are responsible for carrying out the procedure, and in principle, International Competitive Bidding, which is one of the most economical and efficient way of procurement, is applied.

This guide gives explanations on the evaluation organizations in accordance with the Guidelines, the expected role of consultants and the standard procedure of evaluation, in the evaluation of prequalifications and bids. JBIC recommends the Borrowers and the Executing Agencies of ODA Loans to use them for smooth implementation of these procedures.
